Which of the following most accurately describes the problem?

AN informal working party composed of representatives of the Ministry of Transport, local authorities and operator .associations is to examine the general problem of rural transport. This was agreed last week at a meeting in London between operators and the Ministry. Like an earlier meeting with local authority representatives, it was held at the invitation of Lord Lindgren, Parliamentary Secretary.

Many ideas, some unconventional, for rural transport services were discussed but all the associations represented pressed strongly for remission of bus fuel tax. They said that only with this help could they continue to run the large number of non-paying services. Lord Lindgren said the financial problems of the industry were very much in the Government's mind.
