Which of the following most accurately describes the problem?

• Bexley Trading Services, Bexley Borough's in-house contractor, has ordered a fleet of 25 new Seddon Atkinson 4x2 and 6x4 municipal rigids. The vehicles will support BTS's new £2.2m contract for refuse collection, recycling and winter road maintenance.

The 17 and 26-tanners include 10 of Seddon's new cheaper LA (Local Authority) spec 17-tonners.

Seven of the LA models, with 180hp Cummins 6.0litre B-Series diesels, will be used as snow-plough/gritters; the others, with the 210hp B-Series, comprise a pair of Semat waste collectors and a skip loader.

The remaining 15 threeaxled rigids have 240hp Cummins 8.3-litre C-Series engines.

A dozen of them have Semat refuse bodies and three have standard trade waste collection bodies.
