Which of the following most accurately describes the problem?

• Truck safety campaign Brake is calling for tighter monitoring of trucks in Yorkshire and Humberside after senior police officers revealed their fears over the region's enforcement record.

The region's truck-related fatality record is in line with the national average but enforcement levels are slipping badly as hard-pressed police forces redeploy traffic officers.

The region suffered one of the highest profile lorry accidents of recent times at Sowerby Bridge in 1993 but since then the number of enforcement officers has fallen by an average of 10% a year.

According to Brake, senior police officers and Police Federation representatives in the region believe poor co-ordination between the four divisions, poor communication and training, and the low priority given to traffic are hampering the region's battle to cut truck deaths.

This week Brake teamed up with MPs Alice Mahon and Derek Fatchett to publicise the officers' concerns in a bid to gain support for a private member's bill enabling police to impound vehicles belonging to unlicensed operators.

If the Yorkshire report triggers public sympathy Mahon and Fatchett could introduce the bill this autumn.

Broke chose Yorkshire and Humberside for its first regional campaign because the majority of complaints it receives originate there.
