Which of the following most accurately describes the problem?

• Formation of the Confederation of British Road Passenger Transport appears to be making slow progress. Mr W. Hewings, acting secretary of the new body, told CM this week that drafting the constitution was taking time because of the number of people involved, and no meeting with interested parties could yet be arranged. For the same reason, no advertisement for a directorgeneral had yet been placed. (As long ago as July — CM July 20 — it was said that advertisements would be placed "shortly.)

The delay to the constitution has held up decisions on their future by the four trade associations. Typical is the Scottish Road Passenger Transport Association. A meeting of members last week "subscribed to the idea of a body speaking with one voice" but declined to go further until more details were known. The problem of lay members was also voiced
