Which of the following most accurately describes the problem?

• Increases in some Dundee municipal bus fares were approved by the Traffic Commissioners last week, From Sept. 1, the existing 3p fare will be raised to 4p, and the 5p to 6p. This will give the city a two-tier fare structure for the first time.

Mr W. L. Russell, Dundee transport manager, said the increases would reduce the estimated £275,000 deficit for the current financial year to £115,000. He had been instructed by the transport committee to investigate methods of making economies. The Corporation also intended asking Parliament to amend a 1957 Order, to make it possible to subsidize the transport undertaking from the rates.

Mr A. B. Birnie, chairman of the Commissioners, said that if these economies did not work out, and Parliament did not approve the amendment to the Act, then the Corporation might seek to introduce further increases. If it did, it should bear in mind the hesitancy with which the Commissioners had agreed to the present increases.
