Which of the following most accurately describes the problem?

WHEN Mrs. E. Gannon, Oldham, was called before the North Western Deputy Licensing Authority at Manchester, last Friday, to explain why she had not operated one of two vehicles granted on a B licence in July, 1955, it was said that the main reason was her refusal to have anything to do with hire purchase.

Mrs. Gannon purchased the business for two of her sons in 1936, Mr. J. A. Dunkerley told the Deputy Authority. Just before renewal in June, 1954, she sold the two vehicles then operating and purchased a better one. Thinking that if she had only one vehicle in her possession she could, not apply for two, she asked for only one.

Later, a second vehicle was purchased and, after opposition, a licence was granted in July, 1955. Almost immediately the original vehicle became unfit for use. It had not been replaced because Mrs. Gannon would have nothing to do with hire purchase and she was looking for another vehicle for cash.

Earnings in 1955 were nearly £900 and there was ample work for two vehicles. If the renewal were granted for two vehicles, one to he acquired, she was prepared to purchase another immediately.

Mr. J. R. Lindsay, the Deputy Authority, said that in view of the circumstances, and Mrs. Gannon's intention to purchase another vehicle, the application would be granted.
