Which of the following most accurately describes the problem?

TEN hauliers, British Road Services and the railways withdrew their objections to an application by Econofieight Transport, Ltd., before the Northern Licensing Authority at Stockton-on-Tees. last week, when the normal user of an A licence was more clearly defined.

Econofreight were authorized to add three tippers and a tipping trailer to an A licence.

Mr. T. H. Campbell Wardlaw for the applicants, said that although the normal user was stated in the application to be " road and building materials and chemicals, Lancashire, Yorkshire. Northumberland and Durham," it would actually be "the carriage of dolomite and potash for British Chrome and Chemicals, Ltd., and goods for

Tarslag, Ltd., in the districts mentioned.

The vehicles concerned had been operated on contract A licence for British Chrome until June 28, when the contract had ended. Since then they had been operating under short-term licence. The only change in operation rs") if the variation were granted would be additional carriage for Tarslag.

His clients had no intention of changing their activities in the near future The three vehicles which had been awarded on appeal were also engaged in the same class of work.

Mr. C. Coates, Econofreight's transport manager, gave an undertaking that the normal user as described by Mr. Wardlaw would be complied with.

Granting the application, Mr. J. A. T. Hanlon observed that the company had applied for A licences for two tippers in place of two special A licence platform lorries, in respect of which the normal user was stated to be "road and building materials and chemicals in Lancashire, Yorkshire. Northumberland and Durham."

Mr. Coates said that those vehicles were required to cope with increased work from British Chrome and would be used in exactly the same way as the additional vehicles applied for. He agreed to amend the normal user for those vehicles to conform with that of the new licence
