Which of the following most accurately describes the problem?

IN OUR ISSUE of July 20th we drew -attention to an important statement made at a meeting convened by the Liverpool Motor Haulage Contractors Association, by the :president of this organization, to the effect that an official of the Ministry of Transport had laid down the dictum that associations should have their own traffic exchanges. . The Association of Road Transport Clearing Houses has been in communication with the Ministry of Transport on the subject, and permission has been obtained for the publication of the following letters: — ASSOCIATION OF ROAD TRANSPORT CLEARING HOUSES TO THE SECRETARY, MINISTRY OF .TRANSPORT. ' "I am instructed respectfully to draw your attention toan article in an issue of The Commercial Motor? dated July 20th (cutting enclosed herewith) wherein it is stated that at an interview which recently took place. between the representatives of the Liverpool Haulage Contractors Association and the Ministry, one of the Ministry's officials laid, down the dictum that the Association should have. its own traffic exchanges.

‘ I would point out that this statement may result in more traffic exchanges being set up in towns :which are at present suffering from a surfeit of such exchanges, with consequent unstable effect on road transport, both as regards service and rates. "My council would like to know if this is the opinion of the Ministry, is this Association has been formed with the object of co-ordinating existing clearing houses and traffic exchanges under a national scheme, in co-operation with the National Transport Associations, i.e., the Commercial Motor Users Association, Automobile Association and Motor Union, the National Alliance, the National Union and Chambers of Commerce.—Yours, etc.

(Signed) F. IL RITCHIE, Secretary A.R.T.C.H. REPLY OF MINISTRY OF TRANSPORT (TRAFFIC DEPART MENT) TO ASSOC/ATION OF ROAD TRANSPORT CLEAR ING HOrSES.

"I am directed by the Minister of Transport to inform you that it is the opinion of this Ministry that the co-ordination of Road Transport Freight Exchanges is a matter in which comprehensive treatment by the road transport industry is desirable. Moreover, as full loading is primarily a function of economic operation, it is essential for such co-ordination to secure the united support of road hauliers.

"This opinion does not warrant a general statement, such as the one quoted by you, nor its particular application in support of, or against, the claims of any individual association.—I am, etc., J. A. A. PICKARD.
