• The Policy of Association Clearing Houses in Relation to Traffic.

THE UNITING of road transport clearing houses in a national association coincides with the still greater linking up of organizations of the Automobile Association. The chairman of theAssoeiation at Road Transport Clearing Houses (Mr., H. F. Shaw) informs us that the Automobile Association's clearing house scheme is working in conjunction with the A.R.T.C.H. and the Chambers of Commerce, the Federation of British Industries, Commercial Motor Users Association, and other national organizations, to endeavour to, establish national road transport service.

The lay Press has dealt at length with the Automobile Association's intentions, but interest certainly attaches to, perhaps, the subsidiary development, involving the freight exchanges which were already in existence in the chief centres of the country, and their merging into a national power. The Association of Road Transport Clearing Houses has been established :— • (a) For the promotion, co-ordination and advancement of road transport.

(b) To consider questions affecting the interests of road transport generally.

(c) To correlate the work of organization in the various centres of trade so that the whole shall proceed in accordance with a general plan, and shall co-operate that the whole shall be equally, well organized throughout.

(d) To promote the establishment of approved clearing houses in towns 'and districts where they do not already exist. • (e) To co-operate with any other associations, federations, or institutions, in furtherance of the objects of this Association.

(f) To watch over all 'legislative measures which may affect or tend to affect road transport. (e) To raise and maintain a common fund to be c14 applied and used in carrying out the objects herein stated.

(h) To secure arrangements with railway companies, steamship, canal, and other carrying companies or persons, for the general benefit of the members of the Association.

(i) To undertake, by arbitration, conciliation, or otherwise, the settlement of any question, dispute, or difference between any members of the Association or between members of the Association and their clients.

(j) To arrange for the insurance of any property in charge of members of the Association and for indemnity of Members against Workmen's Compensation, Employers' Liability, Third Party, andsother accidents.

(k) To Obtain legal advice on all or any subjects appertaining to road transport or the objects of the Association, and to institute, support, or defend legal or other proceedings for the promotion, co-ordination or protection of the interests of the members of the Association.

(1) To purchase, lease, or otherwise acquire any real or personal property for the purposes of the Association.

(m) To do all such other things as are in the opinion of this Association or its Executive Council, incidental or conducive to the attainments of the aforementioned subjects or any of them.

The rules provide that any dernand made by, or on behalf of, workmen affecting the general interests. of the members of the Association,' made upon individual members of the Association, shall be reported immediately to the Council, who shall immediately consider the case. .

One of the important developments arising from the formation of the-A.R.T.C.H. is a new form of

" approved " insurance policy, which covers goods or merchandise whilst being loaded on to, carried by, or unloaded from vehicles and trailers anywhere in the United Kingdom, against accidental damage, fire, theft or pilferage, and workmen's compensation. The policies are free from average. The policies are only obtainable from Association Clearing Houses. As insurance is a matter that interests all hauliers, we have interviewed the manager of the insurance scheme, and details appear in a separate report.
