Which of the following most accurately describes the problem?

Keywords : Unilever, Folly

Sir David Orr, chairman of Unilever, has highlighted, this week, what the cost of a weak distribution netwoi could mean to Britain. His call at the FTA conference for more road investment should not go unheeded, alas, it will, if it goes unsupported.

Cuts in the road investment programme, today, rm be economically desirable and politically expedient in the short term; in the long term, they will be quite the reverse. Ten years hence, we will be regretting today' roadbuilding cutback. But by then those responsible will no longer be in a position where they need take notice of our recriminations. The history books and a snarl-up in our distribution network will bear witness 1 their folly.

Can we afford a more ambitious roadbuilding programme than is now planned? The answer to that question surely lies in the answer to another. Can we afford to pay 11/2 million unemployed every week for more effort than reporting to the Job Centre?
