ARAPIDLY growing Basingstoke (Hants) plant hire firm would be unable to carry on business if it could not license its own tipper lorries, the South Eastern deputy Licensing Authority was told at Reading on Friday. The firm R. S. Mott, of Kempshott Hill Service Station, Basingstoke, was applying for a B licence for six tipper lorries, to allow them to operate within 20 miles of the town. It also applied for a B licence, in the same terms, for a 4ton low loader to move its own plant. The applications were refused.

Mr. Ian Roberts, for Mott, said that the rapid expansion of Basingstoke meant there was a lot of work for the firm. It wanted the tipper lorries only to move rubble from demolition sites where its own excavating equipment was working.

The firm did not intend setting up as a haulage contractor. It was impossible to hire lorries because the firm was only able to give very short notice of its requirements. "If Mr. Mott could get tippers on hire when he needed them he would be only too happy —it would be cheaper", said Mr. Roberts.

The firm wanted the low loader lorry to move its heavy plant over short distances between sites, he added. Mr. Mott had been unable to accept work because no low loader was available when he needed it.

Mr. Robert Mott said he owned more than 50 pieces of plant hire equipment. But his business could not operate without tipper lorries. "If I can't have tippers, I can't use my diggers," he said. "We have to state that the people we are working for supply their own tippers—and they can't do this. Without tippers, I am left on the shelf with my machines."

Cross-examined by Mr. R. J. Bradshaw, general manager for Hall and Ham River Ltd., gravel merchants, Mr. Mott said that he had only four digging machines but could hire more.

Ten south-east firms objected to Mr. Mott's application. Mr. William Aylward, for Docks Haulage Company Ltd., of Southampton, said: "Mr. Mott has not given one shred of evidence to support his claims and no witnesses have been called."

The deputy LA, Mr. A. C. Shepherd, said the nearest available low loader for Mr. Mott was about 20 miles away at Southampton. "I would not think it wrong to have to go 60 miles for a low loader," said Mr. Shepherd.
