Which of the following most accurately describes the problem?

AN attempt was made this week by 450 railway road transport workers in Eire to extend a strike, in which they have been taking part for six weeks, throughout the country.

The stoppage was originally unofficial, but was later recognized by the Irish Transport and General Workers' Union. The matters in dispute were taken to the Labour Court, which has recommended the men to return to work. They have refused to do so unless two men, whose suspension originally caused the strike, are reinstated.
