Which of the following most accurately describes the problem?

WHEN Mr. Robert Muir, haulage VV contractor, Cowdenbeath, applied for licences, in respect of two additional vehicles, to the Northern Scotland Licensing Authority (Mr. Henry Riches), at Dunfermline, last week, his agent, Mr. Alistair Reid, said that applicant at present held licences in respect of 12 vehicles. In April, his client applied for and was granted an administrative permit for one vehicle but, perhaps out of modesty, he restricted his application to that.

Mr. David Muir, who assists his father in supervising the -business, stated that the firm were meantime employed by the contractors for the repair of the oil-fuel tanks at Rosyth

Dockyard, in connection with the naval defence programme. Altogether 70 vehicles were engaged in this work, and it was likely to continue for three years. Also, some of the lorries had been commandeered for A.R.P.

Mr. Riches questioned the competency of these vehicles being commandeered meantime, stating: " I have reason to believe that I will be the Authority . who will deal with the matter of vehicles for A.R.P." He rejected the application for additional vehicles, but continued for another three months the administrative permit granted in April. He indicated that the application would be dealt with in October. •
