Which of the following most accurately describes the problem?

IN The Office of Fair Trading should have included commercial vehicles in its report on second-hand cars, says global information services firm Experian.

The OFT makes a series of recommendations in its report Selling Second-Hand Cars, which calls for tougher legislation to deal with dishonest traders.

But some problems, such as mileage "clocking", are relevant to all vehicles, says Experian associate director Peter Brooker. "We would have liked the OFT to have expanded its report into the CV market," he adds.

The report also identified the licensing of commercial garages as a major issue in the motor industry. The Retail Motor Industry Federation is presently in talks with the Government, urging licensing for commercial garages handling cars, vans and trucks.
