Which of the following most accurately describes the problem?

if ILK hauliers do not appear to be particularly IVIenamoured of the Ministry of Food's arrangements for the rationalization of milk supplies.

In this connection the vice-chairman of the Milk Hauliers' Executive Committee has, in a letter written recently to the Press, stressed that the reorganization of milk transport, whilst long overdue, could have been better accomplished by representatives of the haulage industry collaborating with the Milk Marketing Board. On their side, the hauliers know the districts and every angle in the collection and delivery of churned milk, and on the other hand the Milk Board has capable Regional Officers, who have administered their Regions since the inception of the Board.

The Ministry of Food has, however, in its wisdom, appointed 12 Milk Movements Officers, one to each Region, and the 12 of them are drawn from the milk-distribution combines, six being from one big concern alone. Hauliers consider that the appointment of these officers, worthy as they may be, is unnecessary, end, to say the least of it', shows a marked bias towards placing the whole trade into the hands of combines.

Under the broad heading of "National Interest" there appears to be a tendency to oust the individual business in many spheres of industry. This is not nececesarily to the ultimate benefit of * the community, and most particularly not so in the case of road haulage. Individual hauliers specializing in the distribution of milk have built up, by their enterprise and efficiency, an excellent service throughout the country, and they resent interference by officials who actually represent, or have strong affiliation with, commercial milkmarketing concerns.
