AN OPERATOR HAS had its licence suspended for a day to enable it to train drivers and it now faces a second public inquiry to consider its fitness to hold a licence.

Eastham-based Bromborough Paint and Building Supplies were at a public inquiry in front of NorthWestern Traffic Commissioner Beverley Bell, who criticised the company's managing director, Neville Well ings. for attending a football match rather than a free safety seminar.

Vehicle examiner Steven Anderton said an Smarked prohibition notice had been issued in May 2005 for a lost wheel and fractured brake drum. A subsequent maintenance investigation led to the issue of further prohibitions. The driver defect-reporting system was inadequate and workshop conditions were poor.

Anderton carried out a further investigation in June and found that the six-weekly inspection intervals had been extended to 12 weeks on occasions. The inspection records were unsatisfactory and the driver defect-reporting system was still ineffective, with only one driver using it.

The maintenance records produced at the hearing were still unsatisfactory. Anderton added. He concluded that driver training and audit procedures as well as a review of retorquing procedures had not been carried out,despite advice given on two previous occasions and despite the lost wheel and defect reports highlighting loose wheelnuts.

For the company it was said that vehicle maintenance had since been contracted out. The fleet was gradually being renewed and a new wheel torquing policy and driver defect-reporting system had been implemented.

The TC said this was a serious case where there had been an unacceptable risk to road safety. Wellings had not taken effective corrective action to ensure the vehicles were safe.

Bell said that when the drivers were reporting loose wheel nuts and the company was not taking swift remedial action, she could not tolerate the continued use of vehicles on the road.
