Which of the following most accurately describes the problem?

• The Government's motorway tolling pilot scheme, due to start on the M3 next summer, has been put back six months after one of the firms involved in the test pulled Out of the project.

Bournernouth-based Siemens Traffic Controls' withdrawal comes on top of uncertainty about when the tolling equipment will be ready.

Siemens business development manager John Turner says: "We looked hard at justifying an investment of nearly E3m when there seems no market for return in the first seven years."

The DOT say the trial is now likely to start early in 1997—but further delays are possible as some of the equipment earmarked for use between J6-7 of the M3 is to be used on similar trials in Korea starting in spring 1996. Some of the groups involved in the M3 project are also taking part in the Korean trials and the DOT says the two schemes could not run simultaneously.
