Which of the following most accurately describes the problem?

• Transport officials from 20 industrialised nations met in Paris last week to discuss road transport in the environment. They called for tougher vehicle emission standards and better traffic management to reduce the environmental impact of congestion.

The meeting was sponsored by the conference of European ministers of transport and chaired by UK Transport Minister Michael Portillo who is the current chairman of the CEMT.

The delegates agreed to adopt "emissions controls for diesel vehicles, paying particular attention to those which come into force in the US for the model year 1994."

The CEMT delegates endorsed industry efforts to improve diesel quality and recom mended that efforts be made to develop a cleaner fuel, with lower sulphur contents.

The CEMT delegates also urged governments to offer tax incentives to encourage greater use of railways and inland waterways.

To encourage "inner urban" freight to move from the roads to other modes, the CEMT called on governments to "make these transport modes as efficient and commercially oriented as possible"; to improve "co-operation at international level in railway operations"; to intensify "efforts to develop the combined transport network"; and "to ensure that any proposals to harmonise taxes and charges in international road freight should take into account environmental damage".
