Which of the following most accurately describes the problem?

• In the run up to 1992 UK hauliers are to be offered more, cheaper European permits.

The cost of a 1990 annual permit has been cut from 250 to 240; a three-month permit will now cost 210 instead of 214, and the cost of a multilateral DC/ECMT annual permit is down from 2100 to 280.

The cost of single-journey and multi-journey permits remains 22 and 21 respectively. Extra permits are to be made available next year for journeys to Spain and Portugal. The Spanish quota for 1990 rises from 12,500 to 13,500; the Portuguese quota goes up by 2,000 to 10,000.

The RHA has welcomed the reduction of fees, saying: "We look fonvard to the total abolition of permits. At the same time we hope EC states will not follow Federal Germany's move to impose an entry tax."
