• Leigh Magistrates have ordered driver David Morgan, who withdrew his appeal against the revocation of his HGV driving licence, to pay the 21,067.93 costs incurred by the Traffic Area.

After Morgan's legal advisors had indicated to the magistrates that they were withdrawing his appeal, Bryan Green for the Traffic Area asked that he pay the costs.

Green said that the HGV driving licence held by Morgan, of Clough House Farm, Ilo'den Road, Leigh, had been revoked by North Western LA Martin Abu following advice from Department of Transport medical advisors, who were of the opinion that he suffered from epilepsy. There had been conflicting reports from consultants at a local hospital, and both parties had agreed to be bound by the opinion of a consultant neurologist in Glasgow. That report supported the DIp advisors' opinion.
