Which of the following most accurately describes the problem?

Community on Monday, in Paris, decided to suspend the application to transport of the regulation relating to notification of cartels and monopolies. The subject has been under considerable discussion for many weeks. Such notification is required by the Treaty of Rome. The Council decided not to suspend application of the relevant articles in the Treaty, but only. the regulation (N.17) issued on the subject by the E.E.C. Commission.

The suspension will be valid until December 31, 1965, for inland transport and indefinitely for air and sea transport. Before that date, the Commission is to prepare suitable regulations. It was also decided to back-date the suspension to March 13, last, thus protecting transport firms who obeyed Regulation N.17 and made such notification (as requested) by November 1, and based their conduct accordingly. Many transport firms, in fact, did not comply.
