Which of the following most accurately describes the problem?

THE net surplus from the operation of . bus services obtained by Halifax Corporation for the year ended March 31, 1962. was -€58,433. a reduction of £23,344 compared with the previous year.

In his annual report, the general manager states that a much reduced surplus was to be expected due to the increased costs incurred and to the fact that no changes were made to the fares structure, other than one limited to "out of borough " fares in late February, 1962. The Halifax system is divided into the " A" services, which operate entirely within the borough and are controlled by the passenger transport committee, and the " B " services, which operate partly or wholly outside the borough and are Controlled by the joint omnibus committee, with equal representation from Halifax Corporation and the British Transport Commission.

The traffic revenue on the "A" services increased by £3.000 to £466,544, but this was over 18,000 less than had been anticipated from a full year, following a fares increase in July, 1960.On the "

B" services, traffic revenue increased by £7,888 to £463.114, reflecting July 1960 and February 1962 fares increases. There did not appear to have been so severe a fall-off in the number of passengers as with the " A " services, and revenue was substantially as anticipated.
