Which of the following most accurately describes the problem?

Author' ity, Mr. J. A. T. Hanlon, has been quick to act on the recent High Court ruling, in the appeal of R. M. Hawksworth and Co. Ltd., that rubble from demolished buildings, soil and tree roots is not "building materials" (The Commercial Motor, November 9).

in last week's "Applications and Decisions" Mr. Hanlon made it known that, where required, he will vary the special conditions attached to B licences as follows:— " Plant and materials for the construction of roads and buildings" will be amended to read " Plant and materials for site preparation and construction of roads and buildings ".

"Road and building materials" will be amended to read " Road and building and site preparation materials ".

The notice reminds operators that the amendment does not authorize the carriage of rubble from demolished buildings, soil or tree roots otherwise than in direct connection with roads, buildings and civil engineering works.

It is illegal, the notice continues, for any B licence holder to carry rubble, soil and tree roots such as for parks, gardens, field drainage or otherwise, outside the above definitions, unless clearly authorized,
