Which of the following most accurately describes the problem?

ALIVERPOOL man who claimed that he sold his haulage business to another firm was told by the Transport Tribunal in London on Wednesday that they were not able to do anything to sort out his differences with yet another firm. E. J. C. Lytham of Quarry Road, Stonycroft, Liverpool, conducting his own case, was appealing against the refusal of the North Western Licensing Authority to grant him an A licence for three vehicles. The appeal was refused.

He said that in 1954, because of ill health, he sold his vehicles to a firm named Davis and they managed his

business. Later they refused to implement the agreement. Then Mr. Lytham made an agreement with a Liverpool firm, Michael McKemma Ltd., 28 Chapel Street, to carry on his business, using his licence with their vehicles. The firm agreed to buy the business.

But they now said, Mr. Lytham told the Tribunal, that the agreement was only an option to purchase and they have declined the option.

The president of the Tribunal, Mr. G. D. Squibb, Q.C.. told Mr. Lytham: " You have been here on four previous occasions. The matter has been . adjourned from time to time in order to keep your licence alive and to give you an opportunity to sort out your difference with Mr. McKenama. We feel the time has now come when we have got to do our duty in determining this appeal ".
