Which of the following most accurately describes the problem?

rACILITIES are proposed by the I Minister of Transport for the development and use of new and improved types of giant dumper. To enable them to be introduced he proposes to amend Article 12 of the-Motor Vehicles (Authorization of Special Types) General Order, 1955.

The type of vehicle concerned, consists of movable plant or equipment defined as " a heavy motor car or trailer or an articulated vehicle specially designed and constructed for use in private premises for the primary purpose of moving excavated material and fitted with a tipping body, moving platform or other similar device for discharging its load," which cannot comply with all the requirements of the Construction and Use Regulations.

At present, such a vehicle. unladen, can be used on the road only in proceeding to and from private premises. The Minister now proposes to allow it to be driven from private premises to a port for export.

A total axle weight not exceeding 15 tons and total weight of not more than 25 tons would be permitted.

Vehicles exceeding the weight limit Set out in the Construction. and Use Regulations would be regarded as vehicles for carrying abnormal indivisible loads, and notice and indemnities would have to be given to highway and bridge authorities before any road journey was made.

FIUEL rationing will cause a loss to the Exchequer of £6m. a month.
