Which of the following most accurately describes the problem?

THREE Leeds men were prosecuted J. at Bradford last week for peddling without a certificate. They were seen going from house to 'house with tablecloths and pillowcases. The defence stated that they were not pedlars; the trading company employing them had sent them into the locality in a specially converted bus. • Salesmen who travelled in the bus took samples with them and on alighting from the vehicle, went from door to door. The men were allowed to accept only a deposit on any article, as the company dealt only on a credit -basis.

Ruling that the defendants acted as pedlars, the magistrates fined each one 5s, for doing so without a pedlar's certificate.
