A Cumbrian skip operator has lost his Operator's Licence and been disqualified from holding or obtaining one for an indefinite period following a series of offences. Another firm run by the same man has been refused a six-vehicle licence by the North Western Traffic Commissioner.

Roy Allan, trading as Brampton Skip Hire, and a director of Brampton Skip Hire Ltd, had previously appeared before TO Beverley Bell at a public inquiry in June 2000. Bell suspended the licence for two days and Allan gave a number of undertakings about maintenance.

Vehicle examiner Andrew Sefton said that in November 2000 a vehicle was found to have several maintenance problems; a subsequent investigation led to a warning letter. Another investigation into the limited company, in November 2001, revealed more problems with two vehicles and failings with the entire maintenance regime.

Although Allan accepted that the inspection records for one vehicle were more than four weeks out of date, he said that vehicle had successfully gone through a full test at 20 minutes' notice, which showed that it was not poorly maintained.

Vehicle examiner Matthew Grieve said that last December he saw one of Allan's vehicles loaded with two skips travelling through Carlisle at low speed. The tyres on both sets of twin wheels appeared to be "kissir together" and the vehic swayed and rolled from side I side on bends. On one occasic the rear nearside outriggf appeared to make contact wii the road surface he said.

The vehicle was directed to weighbridge, where it was four that the second axle was ove loaded by 29% and the permittE gross weight was exceeded t 13%. in another incident a vehic driven by Allan was stopped in weight check and found to t almost 50% overweight.
