The latest Annual Local Authority Road Maintenanci (ALARM) survey, carried out by the Asphalt Industry Alhanci (AIA), claims that there is a shortfall of £1.2bn in the budget deemed essential for maintenance by highway engineers. Thu is equivalent to £7m per council.
