Which of the following most accurately describes the problem?

• The Department of Transport is carrying out a consultation exercise to determine whether the level of finance required by prospective hauliers "remains appropriate".

The review will be headed by senior Traffic Commissioner Michael Betts; the Freight Transport Association and the Road Haulage Association will also give their views.

The DOT says it is aiming for

"broad agreement within the industry that new EU regulations introduced last October are "tangible". Under these criteria, a haulier must have access to £6,000 to obtain an 0licence for his first truck, and £3,300 for each extra vehicle.

However, some hauliers would like to see these thresholds raised to prevent overcapacity in the industry, and to keep out cowboy operators.
