Operators delivering into London could be granted more freedom to travel through the capital. Guy Sheppard reports.

TRUCK MOVEMENT bans in ondon might be relaxed followng research that set out to deternine at what point noise from :IGV traffic becomes unaccepta)le to residents.

Since 1987 the London Lorry 7ontrol Scheme (LLCS) has )anned vehicles over 18 tonnes rom certain roads at night and veekends — but Stephen Steele, lead of Transport for London's TtL) freight unit, says some vehiJes below 18 tonnes create far nore noise than bigger vehicles.

He argues the scheme could be nade more effective if it took iccount of factors such as whether lrivers have been specially trained o drive fuel efficiently and safely: "We don't think the current set up rewards best practice."

TfL, which administers the Mayor of London's transport policies, is about to commission research to find out if Compressed Natural Gas-powered (CNG) trucks are quiet enough to be acceptable to residents Steele points out that this research could also show if diesel trucks can be acceptably quiet, particularly as CNG trucks are still rare Any decision to relax the LLCS rests with the Association for London Government (ALG) which represents London's 33 borough councils.

ALG transport and environment director Nick Lester says the idea is not on the agenda at present but adds:"There is a logic to say that if you could do something that is very quiet and meets commercial needs then it is far more likely to be acceptable."

There are currently about 2.000 prosecutions under the LLCS every year. Offending operators can he fined £500 and drivers £100.
