Which of the following most accurately describes the problem?

tachograph fraudsters in France were revealed this week following the legislation passing through France's supreme court.

But the bill, which will order longer prison sentences as punishment for some offences, is now set to become law at the end of the summer instead of mid-July (CM 26 May-1 June).

From September, tachograph fraud will carry a maximum sentence of a year in prison and fines of up to FF100,000 (L11,400)—up from three months imprisonment and fines of FF15,QQ0 (L1,700). The bill also recommends that drivers convicted of disconnecting speed limiters should spend a maximum of a year in prison. The present sentence is a fine of FF250 (E28).

Offenders will face immediate summons before a magistrates court to answer the charges. Stiffer prison sentences and fines for operating without an 0licence are proposed.

. A French Ministry of Transport spokesman says police and customs increased the number of inspections on trucks by 10% from 1992-1993 and that the trend will continue.
