Which of the following most accurately describes the problem?

• Palletways, the consortium of small hauliers launched in May, is already planning European expansion. Talks with a Dutch haulier scheduled for the end of July could herald a major push into the Benelux countries, said Steve Aston, the accountant who set up Palletways jointly with Andy Hibbert.

Palletways' current operation, made up of 38 hauliers nationwide with a hub at Walsall, is going well, said Aston: "In six months we aim to carry 800 pallets a night."

But not all the original consortium participants stuck with the consortium. Translink of Leicester and John Dee's Rotherham depot both left soon after Palletways was set up.
