Which of the following most accurately describes the problem?

LES HUGHES Transport Services (North Wales) has been granted a renewal of his operator's licence for one year. The North West Traffic Commissioners have warned the company that unless there is an improvement in his maintenance facilities during the year the licence will not be renewed.

Mr Hughes, the proprietor, was warned that if his improved maintenance standards slipped his licence would be suspended immediately. This would be followed by a public enquiry to consider revocation.

The company had recently employed a foreman fitter who had improved the maintenance. But Mr Hughes told the Commissioners that he had searched in vain, in the Rhyl area, for new premises.
