Which of the following most accurately describes the problem?

FREE bus travel for children on a Sunday could be the Greater London Council's way of marking the loss of its control over London Transport if the Government's London Regional Transport Bill is enacted.

The GLC's Transport Cornmitte decided today to ask London Transport to go ahead with its plan to give young people the Freedom of London for a day before the Government's new transport quango removes democratic control of London's buses and Tubes. The likely day is tomorrow Sunday, July 1, if the Government legislation goes according to plan. This could not be confirmed before we went to press.

Dave Wetzel, who chairs the Committee, said today: "In the last three years, the GLC has transformed London Transport's services from a declining, overpriced and unreliable system to a successful, thriving and expanding business providing travelling Londoners with decent public transport at a price they can afford."
