Which of the following most accurately describes the problem?

A CAR transporter flat designed to take PI full advantage of the carrying capacity of container ships—by filling the available space above the containers in the hold—has been introduced by Rubery Owen and Co. Ltd.

It can carry a light commercial vehicle up to 20ft. in length and weighing a maximum 45 cwt., can be stacked on top of a standard 20ft, container during transportation, and is locked at the corners. Vehicles are secured in transit by four webbing straps.

A decking kit is available to convert the car flat to a plain flat deck for the carriage of other cargo.
