Which of the following most accurately describes the problem?

by Mike Jewell • Hauliers appearing at public inquiries in the North Eastern and North Western Traffic Areas will be required to take their original Operator's Licences with them and hand them to the Traffic Commissioner, who will keep the licence in front of him until a decision is reached.

Traffic Commissioner Keith Waterworth says he is to adopt the practice for two reasons: • Firstly, to make it clear to operators who appear before him that their licences are at risk.

• Secondly, because operators often come before him and pretend they do not know what their responsibilities are in relation to the conditions printed on their licences. Waterworth believes that having the licence in the building will act as a timely reminder.

The TC announced his plan decision during a public inquiry involving Newcastle upon Tyne-based coach operator North Rider Transport--but he made it clear that his comments were not directed at that particular firm.
