by Mike Jewell • A director of a haulage firm who twice oper ated trucks through two different companies without Operator's Licences has been given interim permission to run vehicles until the end of October.

Huddersfieldbased Urbantome applied for a new national licence for four vehicles and three trailers before North Eastern Deputy Traffic Commissioner Brian Horner. Sole director Elaine Richardson had been a director of Mattwood, which had previously traded as Ward & Sons, following the liquicla tion of two previous companies, Ward Bros (Lepton) and Polaiv. Noting this, Horner said he was concerned about finance because of the past history.

Traffic Examiner Timothy Shaw gave evidence about the unauthorised use of vehicles by both Mattwood and Urbantome, and about interviews with Richardson and a Joseph Ward in relation to their use. Richardson had said they were using the vehi cles as they were fed up with waiting for the licence to be granted.

Richardson said she did not have any position with Polaw but had paid £1,200 for its assets. She had set up Mattwood with her partner Kevin Ward, Joseph's son, She had no reason to suppose the company would not be granted a licence but its application was withdrawn on advice from the company's solicitor because he was unhappy with the financial evidence (CM 27 Nov-3 Dec 1997). She had carried on operating the vehicles as the alternative would have been to lose her house.

For the company, Paul Carless said Mrs Richardson should be given credit for being honest about the illegal operation. She had made every effort to get into the system and felt she had been frustrated at every turn.

The Deputy Commissioner said he could not condone Mrs Richardson continuing to operate despite the previous decisions, but he understood the reasons.
