The ETA also voices concern at the number of people within each firm that will be required to hold the TMLs. It urges that Section 68 of the Transport Act, 1968, be used to put the scheme into action which would allow one person per firm to have the TML.

This would be instead of Section 65 which would need one TML holder per operating centre. The ETA thinks that the one man to one firm system would make the whole system more workable with fewer people needing the licences.
