STOP-GO investment programmes for the roads are condemned by the Chartered Institute of Transport. They lead to a "gross waste of resources generally," explains the CIT.

Replying to the Government's Green Paper on transport, the CIT welcomes proposals to introduce the Transport Managers' Licence. "The strongest emphasis must be placed on the need for a professional approach and knowledge on the part of those who manage transport," says the institute.

The CIT says that the social and environmental objectives. plus the safeguarding of resources should not be treated as being of equal significance in transport policy. It explains that there should be a weighting on the more important factors — but does not specify which.

The CIT observes: "The nation's future prosperity will depend on its ability to foresee and provide for changes in transport demand, in particular by investing in good time at the right places in the right structures or equipment."

It hits at the Green Paper's need for improvement in public transport. " 'Maintaining existing systems' does not mean like-for-like renewal but continuous updating of struc tures and equipment," says the institute.

Priorities for transport development including those which contribute to the quality or cost improvements in transport are among the top priority categories suggested by the CIT.
