Which of the following most accurately describes the problem?

THE Eastern Traffic Commissioners,

sitting in Cambridge last week, said that to prevent inconvenience to the members of the public involved, they would grant an application by A. H. Wells, of Hatfield Peverell, to run a coach tour from Chelmsford to Switzerland and would also grant dispensation regarding the change of pick-up point in Chelmsford.

Mr. Wells, in presenting the application, said that he had already received the fares from the 30 passengers concerned, who had been told that they would be picked up in Chelmsford the very next day and taken to Switzerland. The passengers had not been told that the journey they had booked for was not a licensed one at the time of booking.

Explaining the reason for this and for the very late application, Mr. Wells said that he had originally approached another company early in the year, which had agreed to undertake the tour on his behalf. On this understanding, he said, he had allowed 30 people to book their seats. They were still under the impression that they were travelling with the other company. On May 9 he had been informed by this company that it was no longer interested in the proposed tour and withdrew the original offer which, it was said, would have meant submitting an application in the Metropolitan area to alter the times on the existing licence.

Mr. R. Wilson, objecting on behalf of Eastern National Omnibus Co. Ltd., said that as 30 people were expecting to be picked up at Chelmsford the very next day and conveyed to Switzerland for a fortnight's holiday, he would take the very unusual course of asking the Commissioners to grant the application. "It would not be in the public interest to refuse it ", said Mr. Wilson.

The other objectors, Southdown Motor Services Ltd. and British Railways, made similar observations.

Public Spirited

In announcing their decision, the Commissioners said that operators were expected to make their applications well in advance. They commended the public spirit shown by the objectors in these unusual circumstances.

An application to operate an alternative route from Chelmsford to Barcelona via Southampton was also granted to Mr. Wells. He already operated a similar service via Dover and sought this alternative route to safeguard against last-minute hold-ups at either port.
