Which of the following most accurately describes the problem?

THE accompanying table is a schedule of terms for the hire of goods road motor-vehicle trailers engaged on long-distance service, and the following should be read in relation to it,

"Laid-up Trailer" means one which is " available," and which, under the direction of the Minister by 28 days' notice, is withdrawn from work for four weeks or more.

"Available " indicates fit for service in accordance with the Minister's general conditions of hire (unless otherwise directed by the Minister), with the necessarydriving staff.

"Week " means seven consecutive 24-hour days ending midnight on Friday.

" Working Trailer" indicates one which is " available " and not laid up.

"Whole Fleet" is that part of an operator's fleet hired by the Minister. "Part Fleet" is anything less than the whole of that portion of a fleet so hired.

In addition to the payments shown, reimbuesements will be made for expenditure eecessarily incurred in carrying out the Minister's instructions as follows: (1) Wages of statutory attendants with subsistence allowances,

statutory additions to wages for Sundays or authorized holidays, and overtime and the Cost of other personnel employed in the loading or unloading of trailers, together with reasonable garage expenses. (except where the carrier has garage accommodation for his own business), toll and ferry charges; (ii) Employers' National Insurance contributions; (iii) Road Fund Tax and operating permits; (iv)'insurance of trailers under tariff form of comprehensive policy.

The Minister's and Carriers' Goods in Transit Liabilities under the Minister's Conditions of Carriage will he borne by the Minister through insurance or otherwise. The. Minister will make an allowance on wages paid to statutory attendants, reimbursed under clause 5 of the Terms of Payment, to cover Employers' Liability and Workmen's Compensation.
