Which of the following most accurately describes the problem?

III UK operators hauling trailers less than a year old in Italy and Germany are being advised to carry certificates of ownership now being issued by the Vehicle Inspectorate.

Although there is no legal requirement for UK hauliers to carry such documents, a number of operators have had difficulties when stopped in Italy and Germany where all trailers, whatever their age, have to be covered by such a certificate. In the UK trailers are not issued with a plating certificate until their first birthday. The VI has come up with a certificate that seems to satisfy the authorities in both countries, although it continues to try to persuade its German and Italian counterparts they are not neces.-ary.

CI Certificates cost 110 from: Vehicle Inspectorate Technical Services Branch, Welcombe House, 91/2 The Strand, Swansea, SA1 2DH.
