'HE ROAD Transport Industry Training Board is heavily critiIzed In recommendations by the Road Haulage Association to he Board on grant and levy exemption arrangements for 1976/77.

These include the designation of a senior manager or qualified training officer with clear resg,ensibility for training; clear training objectives and associated further education programmes; the clear Identification of the company's own training needs; a system for monitoring training results and updating objectives; demonstration that a company's own training aims are being achieved; a minimum of statistical returns to help the Board with long-term manpower forecasting.

The RHA urges a maximum levy of one per cent, a simple and easily applied exemption procedure and a realistic cutoff figure for small companies exempt from the levy/grant scheme.
