Which of the following most accurately describes the problem?

could the holder obtain a fresh three-year licence as an alternative to a duplicate licence, thereby increasing the period after February 2 in which heavy goods vehicles can be driven without the need to obtain an h.g.v. driving licence?

AIt is not possible to obtain a new

three-year licence dating from the loss of a current licence. The only way in which full three-year licences can be obtained is by presentation of a pink slip signifying that you have recently passed the driving test, or alternatively the production of a current licence which is about to expire. The idea which you have mentioned certainly cannot be used to delay the need to obtain an h.g.v. driver's licence.
