While not disagreeing with much that Mr. Haxby, director of training, RTITB, said in his article (CM January 9) any more than one would disagree with the Board's broad intentions, or the view that the Industrial Training Act will be a major factor in Britain's economic growth and prosperity. I must reply to two of the views he expressed. He emphasized that ". . . the basis of complaints is money not training".

We have found the Board equally guilty of this attitude. Our negotiations and evidence show that the reason for rejecting a grant claim is money and not quality or effectiveness of training. To deny this would be as futile as saying the levy grant system is not an embarrassment to his Board.

Secondly, I disagree with his opinion that CM is not the place to discuss problems of individual companies. We have attempted to negotiate at Board regional level for nine months until a final silence to our letters proved this approach to be exhausted. The Training Board have disclaimed responsibility for approval and attempted to shift this on to DEP. The DEP reply that it is the responsibility of the Training Board. Letters to nine industrial members on the Training Board attracted two acknowledgments. When all the proper avenues of approach have been explored all that one has gained are some vague and inconsistent "regulations" plus the fact that a lot of valuable time which could have been used on worthwhile training has been lost. What is the next step? Sometimes an outcry in the Press is the only tool left with which to motivate the bureaucrats.

Much that the Board has accomplished is commendable, in particular the training courses they offer are first class. But the view from Capitol House has not yet got its target population in perspective.
