Which of the following most accurately describes the problem?

This is a copy of the letter I have sent to the Minister of Transport concerning the closure of bridges throughout the country:—

Dear Sir, It has been widely reported in the Press that approximately 1,000 bridges are shortly to be closed in order that repairs can be carried out to bring them up to regulation standard.

If all these roads are closed at once it will create havoc within the road haulage industry and is bound to increase transport costs considerably and cause delays and dislocation of services. Would it not be practical for Bailey bridges to be constructed at particular points where major disruption will be caused? I feel this would help to keep the main arterial roads open and minimize traffic hold-ups.
