Which of the following most accurately describes the problem?

• Mr. Mulley has laid before Parliament a draft of the Drivers' Hours (Passenger Vehicle) (Modifications) Order to provide for certain exemptions from the new drivers' hours rules in favour of drivers of p.s.v. The exemptions relate primarily to stage carriage drivers and are temporary; their purpose is to facilitate the maintenance of essential services during a transitional period, in most cases of 19 months. Permanent exemptions are provided in respect of certain types of express and contract carriage service. It is intended that the new drivers' hours provisions should come into force on March 11970.
