Which of the following most accurately describes the problem?

A WARNING that bread and cereal prices could rise even further as a result of serious delays in unloading grain deliveries at mills, came from the Road Haulage Association last week.

It followed a meeting of farmers, corn merchants and road hauliers, who all expressed their concern over the increasing delays being experienced when delivering grain to mills.

The meeting was attended by representatives of the Kent Company Division of the National Farmers' Union, the UK Agricultural Supplies Trade Association and Kent agricultural haulage members of the RHA Metropolitan and South East Area.

As a result all mill operators are to be urged to ensure that they review their reception and unloading facilities, "to avoid the increase in costs which such delays inevitably involve."
