Which of the following most accurately describes the problem?

TRANSPORT Minister William Rodgers was accused in the Commons recently of adopting a posture in all EEC negotiations which seemed to be to cause the maximum amount of confusion and chaos in the road haulage in-. dustry.

The charge came from Roger Moate (Tory, Faversham) who instanced distance limits, "which we were once told would be abolished unconditionally but which have now been accepted unconditionally by the Right Honourable Gentleman."

In those circumstances, why should MPs have any faith in Mr Rodgers' negotiating position on lorry weights, asked Mr Moate.
