Which of the following most accurately describes the problem?

mo the railways their local-delivery services are, in the opinion of many people connected with transport, ancillaries which make little contribu tion to their finances. It has been suggested, therefore, that much of this work, which is more or less extraneous to rail transport, could be carried out effectively and economically by hauliers, who, at present, are, in so many cases, reduced to scraping a living.

How such co-operation could be achieved is a problem, the solution of which it may be difficult to find. There are, undoubtedly, many cases in which outside hauliers are employed on shortdistance work of this nature, but we commend attention being given to an expansion of the principle involved.

There are, for instance, many areas in which the work done by railway horsed vehicles could be much more rapidly and effectively carried out by motors, but, of course, here we are faced with the present difficulty of the need for conserving fuel ; where the factors of speed and the reduction of congestion are paramount, however, it may well be that fuel is of secondary importance.
